Failed to start the ubisoft game launcher
Failed to load configuration. Please restart the game. If the error persists please contact Ubisoft support.

Just gift the game yesterday for my friend and I tested it using his account.
What I've done:
1. Reinstall the game
2. Installing Ubisoft Game Launcher manually (from E:\Steam\steamapps\common\assassin's creed revelations\Support\GameLauncher)
3. Tried downloading Uplay (from http://uplay.ubi.com/) -> https://static3.cdn.ubi.com/orbit/launcher_installer/UplayInstaller.exe -> link down (This webpage is not available). Tried to download it with Chrome, Mozilla, and IE.

What should I do?

Done, download Uplay from somewhere else.
