If you've arrived to Constantinople already, there's one viewpoint at the top of Galata tower that I can remember for example, you should be able to access that early, so you might be able to start from there. There are definitely some viewpoints in templar dens too (maybe all of them?), and since liberating those dens means climbing to the tops of their towers (like the one in the linked pic), that'll get chunks revealed too.
If you've already been doing these things and the areas around of the viewpoints aren't clearing up, that might be a bug, I think.
edit: I think they might have an eagle icon on the map? But I haven't found a map screenshot with one yet.
About buying stores and finding fragments, they have nothing to do with the map size. If you go to all the viewpoints, as our friend #bananasloth said before, you should be able to see everything.
