Can I gift this game to someone in Germany?
There is also a German version on steam with a different appid, but it just redirects me to this version. I'm afraid the region lock wouldnt let him activate it. Could someone confirm?

Yes, regrettably, nothing associated with Nazism, including books, movies, games, etc., is LEGALLY permitted in Germany.
