Do research and install conetnt from disk. Search for official FAQ on that.
How do you want to download updates if they are not on disks because released post launch?

How to force an install from DVD with steam
Hi guys, this is for all those of us who are about to go through the fun of install, just a helper.

To install a Steam game from a DVD instead of downloading it, do the following:

* Log in to Steam and click on Library.
* Right-click on the game, and select Delete local content.
* Insert the DVD and close Steam (Steam > Exit).
* Press Windows Key + R to open Run
* Type: "C:\Program Files\Steam\Steam.exe" -install D: (Replace "C:\Program Files\Steam\Steam.exe" with your actual Steam install location if different; replace D: with your DVD drive letter if different), and click OK.
* Steam will launch and ask you to sign in if you do not have your password saved. Your installation should continue from the disc.

its because the latest build of the game is not the one on the DVDs as that was the orginal release build. so it stands to reason you will have to update the game. or do you have magic self updating DVDs?

I got retail, it asked me to download 10 gb, so you can install most of it from the dvds.

I dont want the latest build of the game,, The help desk for the game developer says it DOES NOT require any downloads to run. This is a STEAM problem,, not the developer

He has quite the valid point actually. If the developer says NO downloads required that's exactly what it should mean. If I was annoyed enough in that situation I'd tell the developer to mail me a DVD or two with the update since they explicitly stated no dl's required (I haven't verified this, just going by OP's statement).

I don't think that Steam should require a game to update before you can play it. It's dumb and unnecessary if the existing version runs just fine. Not everyone has 20-40Mb+ internet connections especially if you don't happen to live in a good size city where it's available. Then there's the occasional data cap issue.

Personally, I'm on a 7MB connection and live in Denver. I have zero need for a faster connection except for downloading extremely large files (over 3-5GB by my definition). I can stream YT at 720 np as well as 1080 on most occasions. I see no reason to fork out more money for overpriced speeds just to download a game a bit faster once in a blue moon.

No way I'm going to mess with a 40GB download via Steam on my connection speed. I'll drive up to the store and install from disk then, unfortunately, download it overnight at some point. It's a fine option for some users but not all.
