I cannot remember if it was this game or Watch Dogs I was reading about the other day but same story, running lower RES.

Well technically they can claim 1080p for this title (Xbone, not sure about 360) but its 1440x1080 not 1920x1080
Watch Dogs is 792p.

I hope that is true that the consoles were dumbed down and therefore even on low the PC version looks better. That makes things a bit more understandable.
I have tried to install Raptr previously but there were no options to let me optimize Wolfenstein or Watch Dogs.
Also, my card meets the MINIMUM system requirements. Which should be enough for low. But I can't even get 60 frames on 720p low. I even tried 640x480 and still no dice.
Excuse me ostar, porn induced viruses? I don't watch porn and I have antivirus software so that is invalid. Maybe my rig is "sub-par" but I don't have a lot of money currently or when I got the computer. Honestly sir, it was a simple and harmless question so there is no need to be immature and to act like a child.

That is pathetic. Grow up and stop wasting your time being nasty to random people on the internet.
TLDR 2gb cards are the problem. had 2gb 270x, then a 4gb 270x. frames went from choppy missing textures on edges of screen while turning and 20-30 fps avg sometimes even 15 fps really choppy no ultra settings. THEN when i got a 4gb card of the SAME caliber card, everything is fine, ultra settings unlocked, no textures missing or tearing or hesitant pauses in cutscenes everything is completely fine and smooth 45-60 fps ALWAYS.
game developers of the latest coming out are all jumping towards the 3gb-4gb loop cause it can provide more visuals without proper coding or compression and saves overall development time to just use more VRAM. If you think about it its an excellent buy ♥♥♥♥ as hell marketing sceme as well to get hearted enthusiasts to upgrade to 4gb cards.
2gb cards will have a trainwreck of a time on this game even if u tone down settings. ive been there done that with the 2gb version of my same exact card same exact brand name and clock speeds.
