No, it is fairly disgusting and he has every right to be upset with it. It's a fairly serious problem with the engine and by now, one would expect it to be fixed.
I don't think system specs make a difference. I'm running a 770 and the problem isn't common, but every once in a while it does happen, and persists for a bit. I had the exact same problem with my 560 ti when I was playing RAGE.
One fix is to set the FOV to 100, no idea why the pop-in is less with this setting.
But thanks to Betshesda/ID, the settings are locked and some tweaks from Rage aren't supported here.
It fixed my issue with the game and you don't really need to turn fast to see the issues. Seen entire building turn into giant sponges for 1-2 seconds and then be normal again.
Every time I see it, I think "well that's totally the rage engine."
If this problem is just inherit with id tech 5, I would not expect them to be able to easily fix it.
That's not to say that it sucks if they don't end up doing anything about it, but it's totally possible it would take too many resources to patch.
So the wider the FoV the better as more textures will be seen, and less to pop in.

It can help to modify a .cfg file for New Order too, this game is like Doom - Quake - highly moddable in terms of engine and graphics, can't wait for some mods like Sikk mods for Doom 3 and Q4.
Any chance you could tell me what you have the FoV set to, and what GPU you're running with?
Edit: Whoops, missed your post about using a 780 TI. I'm not sure if the GPU is the only thing affecting the texture pop-in, though. I'm using the default FoV, which might be making it look worse. Less textures onscreen than if I had it set higher, so the engine feels the need to not actually load them.
My specs aren't lacking, and I'm not "an extremely butthurt gamer." There's not a damn thing wrong with expecting a AAA-priced game to look like a AAA game, and not have this crap:

It's a .gif of what the texture pop-in looks like. Maybe you're just not noticing it, or maybe there's something with the FoV or other config options that I don't have exactly like you. Either way, you need to quit referring to people as being "butthurt," just because they disagree with you. That's not how debates work, at least among civilized human beings. If you're not going to be civil, you shouldn't post in this thread again. If you keep insulting people, I'll have to report you for it.
The fact remains that this is absolutely disgusting, considering what Id and Bethesda are charging for this game. When you charge full-retail price for a game, there should NOT be crap like this going on, ESPECIALLY when the same damn thing was happening three years ago, in the previous game that Id developed.
