The idea is to shoot his shield until he rechargers, then book it to the gun.
I've seen so many disappointing final bosses in the past few years in AAA action games (just thinking about Batman: Arkham Asylum still frustrates me). It's as if they don't even bother with them anymore. Like it's the last thing they design.
I think its more that it is difficult to design, it has to be something more dangerous than what you have already dealt with, and it has to be unique.
Zelda bosses where the only ones that seemed to have a decent amount of time put into them....
The boss fight seemed like it was meant to be trial and error as there wasn't really any verbal or visual cues in the begining as to what to do. The only clue you get is when the boss talks about getting his power from the sky. Not to mention other games train you not to waste ammo shooting at a shielded boss. All and All I really liked the game but that is my take on the last fight.
