New Order is the third of the rebooted modern Wolfenstein series following Return to Castle Wolfenstein and Wolfenstein (2009). There are only 3 returning characters from the previous games: BJ himself, Caroline Becker and the antagonist Deathshead. The two previous games took place in 1943 and all characters who seem to know BJ (Fergus/Whyatt) are characters he met offscreen between then and the game's start in 1946.
You can pick up RtCW here on Steam, and I'd recommend it as its a classic. Alternatively if you want to get caught up on the story of the two previous Wolfensteins you can watch the cutscenes on Youtube or a full playthrough.
