Report a translation problem
I just poked at it some more. Turns out this only happens in combat situations. Crouch followed by uncrouch puts you into slow mode. Some other random key presses somehow put you into slow mode. C and X usually work for getting you back to normal, if you're still alive.
Pretty sure this is just a rare bug since I can't find anyone else saying the same thing. Only workarounds I've found are to rely heavily on stealth, and play in easy difficulty :( :(
