Exactly yeah. This game in particular seemed even choppier because of all the film grain and depth of field. I've been wanting to play this game for 3 years now and I'm just now able to play it comfortably with this mod.
You can check whether the fix is loaded correctly by looking into the console. It prints status information about what is going on. If you do not see any ouput in the console, the Tweaker is not loaded correctly.
Any game using DirectInput will load the DLL when it is put in the same directory as the executable, that does not mean it will be loaded correctly. As stated in the documentation, the mod requires the exact version of the supported games, because it relies on specific addresses in the executable. Any other version probably will not work, because the addresses are very likely to be different.
As I said in my last post, check the output of the ingame console. If the Tweaker is loaded correctly, it will print status information and tell you whether something went wrong. Also keep in mind, that you have to set a new FPS limit in the config of the mod, otherwise the FPS limit will not be changed, and reamain at 60.

I do get the "cyan" font when first using the command SetFpsLimit stating the fps limit is set but no change in my fps followed by no cyan font afterwards.
If this is not the correct version where do I access the one agreeable with your mod?
Did you remove the ';' before the 'id5Tweaker_SetFpsLimit 140' in the config file?
id5Tweaker_SetFpsLimit 140 is manually set in command and free'd in the config file
I'll keep fiddling on my end. I have got to be missing something.
No, this is a singleplayer-only game and Valve generally does not care whether you are using any local modifications.
