I have to agree with OP. Bosses should get harder as the game progresses. Throwing you into the deep end at the first boss just leaves a bad taste in my mouth. While you may have had an easier second time around, that doesn't translate well to first impressions. There's only a small subset of players that want to "practice" to beat a boss this early on.
Had I known this game was souls like to begin, I would have never bought it....
I can't argue that the boss isn't unfortunately placed. If learning how the protag moves and attacks is the difference between an unpleasant slog (it took me about 12-15 attempts to beat it myself, the first time) and a fun challenge, then they should have afforded you more time and opportunities to gain that experience prior to fighting it. For my part, I think swapping the positions of The Eternal Engine and The Council would have done that. The former is (in my opinion) a far easier fight to learn with than the latter.
I found the game got easier and easier personally. To the point of triviality. Full disclosure: I hunt the entire map for artifacts, souls, whatever upgrade I can before fighting bosses in every game, so that probably contributed, but I dont think I died to another boss in the game after the council. Except for the fermented one, but he got nerfed since I played last. I think I got a "secret" ending too, but I had no idea what was happening and beat it first try so... other than the council, this is really not a difficult game
I swear to all that is sacred - it appears to me that I'm playing a different game to folks.
I think I need to go back and have a look - because folks saying 'oh that was over quick'....
