"Foodstuffs" is misc food, like picked berries, and thus is its own category.

You're probably never gonna get to craft bait. The settlers eat Foodstuffs, Meat, Fish, Flour, in that order. So, the odds of not eating the odd Foodstuffs you pick up before getting to a fishing hole are pretty slim.

Unless there's something I missed, maybe you can make them eat something in some order, but I doubt it.
