Mods & scripts cover most of the things you mentioned
As for the tutorial, I don't see much point, the ingame encycleopedia helps with this issue for everything else check online.
For rebalancing there are several mods and scripts ot provide thast already.
In each game there have been some ships and stations not avaialble to the player.
I recommned SCS script as that allows you to try diffferent switrches and set your own balance levels.
Hopefully a good script writer were to makea script that allows us to run it on a ship or fleet of ships that would take a list of upgrades and fly the ships to each Shipyard or Equipment dock to install the upgrades, so we have less work to do.
Most of the issues in X3 thsat need a tutorial are covered in vids. I made a Guide for those I think are the better vids.

XR is know the main project, and mabey after that X4 will be.

I can only say, just play Litcube Universe mod. This is how I would like a X3 game to be. It's almost feel like playing a new game. Litcube Universe is one of the latest total conversions of X3, and still gets balance and updates. Also the game has many new futures. Just imagine, mobile mining fleets, new trade searches, a game that is still interesting of hours and hours of game play. (2 new evil corporation’s) Also soon with a new missions system (EMS).
Some new futures.
-New dockware agents, managers, couriers, freighters. All to make your empire better manageable for you.
-Export/import future, to keep your save games compatible with futures updates.
-Build Saturn Complex Hub's
-Mobile mining
-Template Manager (to fit quickly your ships.) (maybe this is what you mean @mmmcheesywaffles )
-Quick shuttles
-Military Logistics Command Center (MLCC) (Just a master piece)
and more and more and more.
Also full support and explaining wiki page, and support on Egosoft forum. In game new updated encyclopedia.
Also X3 LU is fully optimized, so X3LU works much better. Many vanilla bugs were solved.
X3LU got me hooked, even I have XR, and Elite Dangerous. Litcube did and still is doing a great job with this total conversion mod. LU is really great.
Just one thing, because of the many changes and new futures, this mod is not compatible with most other mods out there. Also the bonus pack is not supported. But that is not a problem really, because LU is giving you many new futures anyway. Also the

I think you would like this mod, but it is learning the game again, at some points. But the point of this mod is, that in time (still you have a lot of time) you have to deal with Revelation the Omicron Channel Virus (OCV) and The Phanon Corporation. And they are strong, so you need to build up a strong empire to support your fleet. And Litcube did put some great new futures in the game to acomplish that. Again it is not alone about fighting, but you have to deal with these corporations later in the game because they will expand in the universe.
I myself have to figure out many things, but that is also fun. There are still bugs, but all of the are reported on the egosoft forum, and are fix in a next update.

Well you are one player I value the opinion of as I know you really get into your games.
I don't get as much time these days as I can only concentrate so long and have a lot of other things I need to do too. But, I have tried a lot of Litcubes scripts in teh past and liked what he was doing. Hopefully, there is enough meat in there to keep the OP interested :)
They did make money out of XR, more than they did of any other X game , and still do. Success or not, they will support XR still for some time to go. But some of Egosoft did say by Gamestar that a real X4 could happen. Personally I hope Egosoft stays around, because there is just no other company out there who makes games likes the X games.

And that despite all the extra money some other companaies are making... they seem to lack the vision. Or do they also find its tough to get that dynamic universe working just right?
Remember teh days of Polaroid cameras? Instant opportunity to see what you took... well almost... you had to take teh developing image and keep it warm enough for long enough to develop and then hope that the timing was just right. :) The cameras were massive clunky things. Now our phones take better pictures! and we get to see the results on our TV or monitor within seconds! Polaroid should us there was a market. Then the hardware people eventually gave us the means.
Care to name me even one game that has worked at launch without leaving behind a trail of unhappy customers. Any in the last few years will do. ;)
I've had a few games that wortked well on my machine but broke for lots of others. Even lasdt week Civ V patched one glitch away that was really causing me issues occasionally during trading. It's only taken them more than 4 years to get rid of it, despite several DLCs and a number of other patches. Firaxis are of course a larger company than Egosoft too. Apparently they sold more than 10 Million copies. Then they also have other franchises too.
As I mentioned upthread I had one spell where Civ V wouldn't even load that lasted for several months. On that basis Rebirth has not been as bad...
Yesterday EA announced they were puling teh plug on one game in Ealry Access ... thankfully they will refund the buyers. If that becomes the norm for Early Access then we might get better more adventurous games. The Devs could put the money they get from teh Access into a trust or bond. Those funds helping them to borrow what they need yet if they did pull the plug the customer doesn't lose out.
