How do I get my save game from my old computer [using XP] to my new comuter [using Windows 8,1] please?

Correct me if I'm wrong, but wouldn't it be simply a case of navigating to the save folder, copying the save file onto a removable disk, then creating the same folder on the new computer and pasting the save in?

On Windows 7 the save files are located in documents > egosoft > x3ap > save. Not sure where they are stored on XP or 8.1, so you may want to let the game create a save folder itself rather than making one manually. If the save structure is different on 8.1 the game may not find the file and load it.

Another quick note - if you have customised the control profiles at all then you may need to copy the contents of the 'profiles' foler across to the new computer too, otherwise your controller profile won't show up and you may be reset to default control schemes.

Since you have it on Steam, save it to the cloud, and upload it on the new computer.

X3 doesn't support Steam Cloud.

They Do make a doogle connector to tranfer files to one computer to another computer...not sure right off what they call it, but you may be able to google it.

Only Game Save that goes to the Cloud is "Dead is Dead" mode.
