Is this gmae playable with a gti 1650ti?
I mean is it playable at all, i know it would run with 1 fps but can i download it and launch it?

The store page has minimum requirements set at RTX 3060

10xx is GTX, RTX is 20xx on up! This game REQUIRES RTX hardware the GTX 10xx does NOT have.

Ray tracing does NOT require any hardware, ray tracing is an algorithm, and you can implement into a software for running on any hardware. You should be able to at least launch the game and look at a still frame, you will have a frame rate of probably 0.01FPS, like, 10-20 seconds for each frame, but you should be able to "run" it indeed.

Unless, of course, if Nvidia put in some artificial limit that doesn't allow the game to launch unless you have an RTX card, because they want to sell their RTX card of course, in that case the DLSS to FSR conversion mod originally developed for Cyberpunk might be able to spoof it just so you can run the game, might want to try it out!

do you get the concept of hardware raytracing? maybe get your info first... where is the point in even trying to run it on software. this also doesn't use software rtx anyway.
besides the fact that the OP gpu is not supported, it is also a castrated card. as soon as there is a "50" at the end, those cards are not gaming cards and can't run much in playable fps on higher settings and resolutions. they are cheap...that's basically it. often built into pre-made pc when they sell them as gamer pc (that alone should make you run...) to less informed people.
obviously they want to sell RTX cards... we're in the 3rd gen of it already. anything older than rtx20x0 series shouldn't matter anymore these days, and won't as soon as unreal 5 games come out, and when more and more games make use of RTX.

talking about hardware for certain things... remember 3dfx? remember physx cards? yeah, without those it would have taken much longer to get where we are now.

Quake 2 RTX runs on a 1070. This game though... its written specifically for RTX 4000 series. The fact that it even launches on RTX 3000 series is hilarious given how badly its coded.
