Frame limiter doesnt work?
I have a 4080 and for some reason this game doesn't respect my frame limiter set within NVIDIA control panel. I have it set to 141 but the FPS shoots beyond that. Does this have anything to do with frame generation? This is a new PC so I jumped into Half life 2 to see if the limiter worked there and I had no problems...

Just go in the in-game menu settings (not the Alt-x menu, the other menu) and turn on vertical sync. That will limit your FPS for you. It's what I did and it stayed at 144 FPS max for my monitor.

Didn't work. I had already tried that. The only way I can keep the game from having screen tearing issues is to switch the DLSS option from auto to quality, this keeps the FPS below 144 and allows my Gsync to work properly. The game still runs silky smooth, but I have never had this issue before. If I turn on performance DLSS I can hit frame rates up to the 170's, even though I have my frame rate limiter set to 141 in NVIDIA control panel, weird...

Check out the Nvidia Global Profile: Nvidia control panel -> 3D settings -> Manage 3D settings -> Global Settings Tab (NOT Program Settings) -> You may have forced a frame limiter there. Or you may have also set it to force vertical sync off for all applications. The global profile supersedes all other profile settings. If you set something in the global profile, then it will always be that way, regardless of whatever you set in the individual profile for each game.
