As for portal 3? It will probably gonna come year's later when half life 3 releases.
Someone could make a native implementation of Portal 2 with RT though someday without the help of RTX Remix, but I don't see how that could happen any time soon.

It's a tool that intercepts the game's renderer and can replace assets on the fly and implement new lighting. Like the original (DX8) version of Portal is supposedly running unmodified for the most part when you play this, it's just RTX remix is running on top of that adding the new lighting and assets.
