Use the ALT-X setting menu.
I tried even following the HL2 guides for changing game config files, but somehow even with even most of those "tall" fonts being force set to 80 did not make the fonts larger or scale the UI any better.
Windows UI scaling options did nothing
The Street Fighter thread that used a program to decouple the UI from the main renderer didn't work
Forcing a small screen size doesn't work on either borderless or fullscreen
How could they spend so much time making a eye candy game to play with Raytracing and 4k and not add a font/ui scaling option anywhere
Because it's essentially a layer on top of a game and this is an issue with the source engine games I believe. HL2 has the same menu and the same issues from what I remember.
Nvidia didn't go as far as to change the UI with this type of mod, they just replaced assets and the rendering method.
I noticed that the controller support is also very iffy, is there anything we can do about that?
