Is there a Frame Limiter?
I have an RTX 4090 and it reaches 120FPS upwards, but I have a 60Hz display... Also, the game overwrites the driver settings in the NVidea drivers, I set a 60FPS max in the global settings, but the game just doesn't care.

I don't have the game yet so I don't know if it works but try using this launch option:
+fps_max 60

Yes, there is Max Frame Rate per-program setting in Nvidia Control Panel.

But why would you even care? As long as the FPS stays <above> your 60Hz refresh rate the game should run fine. BTW, since you can afford a 4090 then you should also treat yourself to a fast GSYNC monitor. Best game related purchase I ever made. You will be wondering how you managed without it so far. It's literally game changing, ha ha! Just make sure it's not just "GSYNC Compatible" but an actual monitor with Nvidia GSYNC chip. ASUS ROG Swift PG279QM 240Hz monitor is only $750.

Vsync also does not work, it seems that it syncs on 120 FPS.

Theoretically, you're right, but I don't like to generate frames that I don't see anyway, but which still consume more power. In addition, I find 60 frames quite sufficient.^^

go to options > keyboard > Advanced then check enable developer console. hit the ~ key then type fps_max 60. I don't know if this is persistent so you may have to do it again every launch
