Units and chat have severe lag

While playing 1v1 animation scrolling and even voices for commands were working but units stopped responding to commands. All units were moving, frame rate looked fine, sounds for commands were being activated, but units were non responsive. At the same time I was typing to my opponent to let him know the issue and these chats took forever to show up on screen. Is this because my machine is not powerful enough, or is this severe server lag? I really don't understand this at all. No timeout for lag was observed and units kept moving, so I'm not sure how his can be lag.
