Both gear slots have their own set of unlocks that you can only view when you've unlocked one piece of gear for each slot (which is level 11 and 13 respectively)
If you select the gear slot and look at the gear available you can see they require certain characters to be level 11-15 to use.
Thanks , i dint know the lvl 13 unlock was the 2nd gear spot. Honestly i was thinking it was a passive unlock.

So what's 12,14 and 15 unlock generally then? The Gears for said slots?
Depends on the character, but once you unlock 11-15 for one you unlock the ability to see everyones unlocks.
I'll detail them here for you.
Blockade
Gear 1
Level 11 : resource reduction for biological units by 30%
Gear 2
Level 13 : +100% structure health
Amara
Gear 1
Level 11 : +10% ranged unit basic attack damage
Gear 2
Level 13 : +25% bonus basic attack damage for biological units
Maloc
Gear 1
Level 11 : +30% vision radius and +1 attack range for ranged units
Level 12 : Start with +50 supply
Level 15 : Infernal units have +100% white health
Gear 2
Level 13: all units get +20% max hp and +50% health regen
Level 14: all infernal production buildings have +1 charge
Warz
Gear 1
Level 11 : +20% melee unit damage
Level 12 : luminite and therium mining +2 per trip
Level 15 : units start with full white health
Gear 2
Level 13 : plunder 10% resource cost of unit/building you kill.
Level 14 : +5 extra starting imps
Auralanna
Gear 1
Level 11 : HQ starts at level 2
Gear 2
Level 13: all energy units get +50% extra energy.
I'm fairly certain you can use their gear unlocks with any commander as long as they're high enough level to have the gear unlocked.
Oooh, thanks for the detailed listing! Do hope it's a global gear thing, does make fully leveling the commanders more interesting.
