1.) There are some classes and races who have a set alignment. If one of the two is good, you can only start in Kelethin or New Halas. If one of the two is evil, you have the choice to start in Neriak or Gorowyn. The races are clearly marked as good, neutral and evil and with a neutral class and neutral race you can start anywhere. The aligned classes are Paladin (good), Shadowknight (evil), Mystic (good), Defiler (evil), Conjurer (good), Necromancer (evil), Swashbuckler (good) and Brigand (evil).
However you can betray your home city in the game through some quests (takes a while) and change your alignment, but the classes that are good will change into their evil counterpart and vice versa (e.g. a Paladin will change to a Shadowknight).
You should also know that there are no restrictions when it comes to ingame languages or the ability to group with each other.
2.) There is no silver membership anymore. You are either F2P or you can get SOE All Access wich gives you some minor boosts, allows you to move the AA slider and sell stuff on the broker (the auction house) freely without the need to buy broker tokens.
3.) You can get houses in every of the 7 cities and you don't need special requirements for the smaller ones. Some bigger houses (but not all of them) require you to be in a guild that has attained a certain level. And you need status points for most of the bigger ones (but not all of them), which can be aquired through doing certain quests.
There is also so called Prestige Housing, which are special houses or areas you can freely decorate as you can your house. These houses cost Station Cash to buy, but don't need any form of upkeep.
The first small house you get for free and it costs only a few silver a week. In most cities it should be like a 2 room house I think.
4.) Doing the quests in your starting zone, which should take you to level 20ish, will get you a mount. I'm actually not sure if there is a mount in Kelethin or Gorowyn, but there is one in Neriak and New Halas.
Other mounts can be aquired through quests or even tradeskill (crafting) quests on level 30 (leaper mounts), level 60 (glider mounts) and level 85 (flying mounts). And here and there you might find other quests where you can get a mount (like a warg or a flying carpet).
