Unable to install patch

As the title says I am unable to install the patch. I am stuck around 81%. Watching the update logs it hits a few files and well this is where I am stuck at.

Things I have tried already is restarted my comp, turned off my anti-virus and firewall, even restarted with it off. I've taken a bit of time to check the forums but I am unable to find jack on how to fix this. This comp is Win 10 and my Gcard is a Titan X so I bloody should be able to handle the game.

Steam forums are a poor source of info, the vast majority of eq2 players are on the official forums.
