When talking about mod support, some things will be possible to change through Unity and how it handles assets. But if you're refering to specific preparation of modding tools from our side, that likely won't be part of 1.0 version. For later stage, entirely possible especially should the interest becomes clear.

I kinda expected this type of answer as I wasn't at all expecting it for this month's release, but more along the lines of a future update or as part of a DLC type of thing way down the pipeline. Still, good to know that this might be included in the future and open to it at least.
No doubt, with a game like this one, there will be a lot of interest and a big push for this just as with most city builder type games.
