I looked at the dev's site for this, and it looks like this is a free mod for Galcon 2 (which will be free; currently in backer-exclusive beta). Have a look at this news article:

So... What's with the $10 price point here? Seems to me it would make more sense to just make Galcon 2 available in Early Access.

EDIT: Oops, it's not free, that's my fault (thanks, JON 9000, for correcting me). Sorry folks. Maybe the link can still clear up some of the confusion about what this is, though.

I assume this won't be released for free since it's released as stand alone game. It's technically created as a mod, and modding tools are freely available but that doesn't imply this game will be free. Although it may be best to wait for developers reply.

Acording to your link it is "paid game separate from Galcon 2", so it's not free.

While playing Galcon 2 is free, it still has in app purchases. I assume this one does not have, hence the price.

This is technically a mod to the Galcon 2 engine (not yet released), but Galcon 2 is going to be a F2P kinda-MMO game, so very different from this single player campaign.
