Gaining no more xp
I am at lvl 45 (i used cheats, its tough being a lone melee servile on hard) and there is no more xp points being given, whether i kill an enemy or try to use the cheat. is this the max lvl>?

Thats what you get for Cheating. You Broke the game..now you have to sell your PC and get a real Life.

Just use cheat engine

If you massivley overlevel opponents, you will net no EXP.
