Because, in 1796 you have Bonaparte, not yet Napoleon. So limited to 10 SP.
As it seems to be counter-intuitive, a note shall be added to the scenario special rules (if players read them)

Basically, just split the force into 2 or 3 sub forces to move it.

But, is it right that Napoleon is completely stationary, unable to move or attack?

When you start the game you are in the Reinforcements phase - you need to click Next Phase so you get the blue bar on all your units and can move them.

Yes, all except for Napoleon who must stay stationary like a statue.

Maybe he's spending the turn with Josephine ;-)

Because young Bonaparte (not yet Napoleon in game terms) can only lead 10 SP you need to split the stack with the Detach command. Split off a couple of SP along with one of the other leaders. Then you can move Bonaparte with 10 SP.

You may also wish to Detach the unnamed leader and send him back to bring reinforcements forward on the next turn.
