You need to make sure you got rings since you'll need to take damage to break the first blade on his machine. Then you just attack the machine & avoid the blades which gradually break till theres none. It's not too tough, the Death Egg in sonic3 & knuckles was far tougher imo.

You don't need to take damage in order to attack the boss the first time. Dr. Eggman extends the blades outward after a certain period of time. During that point, you can attack him safely.

Alternatively, if you feel you can nail it, hit him in the spots where there are no blades at the start. His pod sticks out enough to get that hit in. It is tricky though.
