Game Won't Start Up 2024 - Microsoft.NET Framework Error

I recently factory reset my laptop and upon reinstalling my games, Sonic CD wouldn't work. When I hit Play it literally doesn't do anything. So I tried the Video Set Up thinking that might be the problem. The only thing that happens is a Microsoft .NET Framework Error pops up. It says "Could not load file or assembly Microsoft Direct X Direct3D" Hitting continue results in nothing. It used to work completely fine no problems before I factory reset my computer. (For context this was my brother's computer before he gave it to me so he probably had a bunch of stuff installed that made it work previously that I'm unaware of.)

I'm not super tech savvy, especially when it comes to PC games so the answer might be stupidly obvious to most but I'd appreciate some help if anyone can guide me in the right direction. Thanks.
