Identifying a sample in Stardust Speedway Bad Future JP music

I need help about something i discovered about the music in the game. It's well known that the japanese soundtrack takes lot of samples from different artists, in Stardust Speedway Bad Future: https://www.youtube.com/watch?v=zo3UcnH8y3c
At 0:57 if you listen closely, you can hear what sounds like "I got the power!" from Snap! most famous song 'The Power': https://www.youtube.com/watch?v=nm6DO_7px1I
Can any musical expert can confirm this for me?

Sounds EERILY SIMILAR to CD/Rs vocalist (The person who did Sonic Boom/Sonic Warrior), and it probably wasn't intentional. It sounds more like some really insane laugh than "I got the power".
