My issues with trying to run Sonic CD

Okay, so first of all, I'm referring to the original 1996 release, not the 2011 one that this forum is based on. I bought the original pc version, I downloaded the sega pc reloaded program, and the game won't boot. It says that two files can't be found and to reinstall the game. So that's what I did. I tried loading the game again, and it still had the same issue. I eventually went online to search up new versions of the files it couldn't find, with the mindset that maybe the files were broken and replacing them with newer ones would help. Boy how wrong I was. Has anyone else ran into this problem? I would like to know how I can get my game running, please and thank you

Yes, I do have the steam version. So before you reply saying to just buy that, I already own it. I just came here because I've gotten lots of help with issues that I've had with games, and searching the internet wasn't getting me anywhere so I decided to ask you people how I can fix this.
