I agree that Whitehead should've put a Sonic 3&K-styled save system where you had a level select upon finishing the game.
After that you unlock time attack for the special stages where again, you have to get an accumulated time of less than 5min (4min if you also want to unlock the sound test menu).
I recommend watching some basic speed runs of the levels to find an optimal route or you just use a save file.

There's something we can both agree on. Yes, I'm aware CD's original save system was like this too, but that doesn't mean it has to be this way in remakes or enhanced ports as well. This game's save system was a case of being faithful to the original game to a fault if you ask me.
Even that has its flaws, however. You can't save your game and you restart with zero time stones, meaning it can't even be used to get the good ending if you miss your chance to grab all the time stones or destroy all the robot generators in the past. It's also useless for the Metal Sonic hologram achievement, all because Whitehead didn't even bother updating this game's save system to be more like future Sonic games.
As for the remaster, even Sonic 3 complete and Sonic 3D Blast DX had the possibility to make the game like the original for the purists (as much as it is silly because you'd rather load up the original rom).
Also Whitehead's remake doesn't even add the classic loading screen from the original...
