an video editor that can open the .ogv files?

i wanted to make an mod that replaced the opening cutscene,i followed an guide on how to make mods and it said that i can open the .ogv cutscenes with any video editor, i tried sony vegas pro 13 (64bits) but it wont open, so i went to take a look on what files sony vegas can open and it wont open .ogv files
so can someone tell me a video editor that can open .ovg files? or a way to make sony vegas open ovg files ?

Audacity can open most audio files, try that.

Or if you want to do it easier, downlaod VLC, open the files with VLC, click Media, and go down to "Convert/Save". Add the files you want to convert to a more usable format, click the Convert/Save button, choose the desired file type, and wait.
