Mod-compatible?
Is there anyway to hack/bypass a lock or something to make mods for Cave Story+? I know you can mod the original Cave Story, but what about this?

There is a piece software, currently in beta, but still open for people to use and even open source. Which allows you to mod Cave Story and when you do it will save your files in a format for the original but also in a format for Cave Story+ the program is called Booster's Lab and is currently the only, known, modding software for Cave Story+, I don't know if the ability to make mods in CS+ is fully implemented yet but it is the closest piece of software so far.

Thanks for the info, PixelVortex. I currently have Cave Editor, the software I'm using to make a Cave Story mod.

Cool, that's good because you can start from there and because Booster's Lab is compatible you will be able to switch over with no problems when you want to port the mod over to CS+, good luck and have fun. :)

I downloaded Booster's Lab from Cavestory.org, but there's no .exe file to run it. Any suggestions?

You have to right click on the .jar file and select the option Open With select to open with:
Java(TM) Platform SE Binary

If you do not have this option then you need to install Java.

Oh. Now it works. Thanks. I can't open Cave Story+ though. When I go to the file in Steam/Commonapps/Cave Story+, I go to the EXE, open it, it won't show the maps.

You don't open CS+ you use the normal Cave Story.exe, the freeware version, and what happens is when ever you save your mod all the files get saved somewhere in the Booster's Lab folder as versions compatible with CS+, I personally do not use Booster's Lab so I do not know where these files are saved, you will have to look around yourself and if you can't find where ask the developer of the software on the forums.

Also, I will right up a short tutorial for you on the basics of CS+ Modding. I will place a download link here shortly.

It is pretty basic right not but like it says in the file if you have any further questions I can add them in when asked.

I try open a map (right click, modify), I then press Ok, but it never opens a map editor or something. Help!

If you are using Booster's Lab I would not be able to help, I've hardly used Booster's Lab and no little about it. To get help go to the Cave Story Froums and then go to either of this link, post your question here and someone, hopefully, will be able to help:
