Mannequins with rotating heads

Not sure where the clue for these are - I know what I need them for (I think), and I tried to make a deduction based on the broken window, but I'm not sure where to look for clues.

They are near the two ladders you can find (left and right) next to the hotel door / outside the hotel. Try finding a path to those

I've got the ladders, as said I think I know what I need the mannequins for, just not what the rotations to their heads are.

Did you get the cassette tapes near the ladders? Specifically near the caged person?

I have not found a single casette tape yet and I've dutifully pixelhunted every room leading up to and after the ladders so far. :(

Weird ..... just a question, did you pull the lever on the balcony on the 2nd floor, and lowered down the ladder?

Yes, and I have opened up the shortcut next to the jail cell; the shackled man won't allow me to open the one next to him though.
