Rule the Waves 3

Research
Is there a way to edit the diminishing returns of research above 10%, to increase or decrease these values? Additionally, is it possible to mod research rates higher, to say 25% if someone wanted to focus on developing a small but highly technologically advanced navy?

Research is not just a flat cost but each technology also has an "historic" date. Researching it before that date costs more in money for each research point and comes at higher risk for catastrophic progress loss. On the other side there are several "catch up" mechanisms if you (or the AI) are behind the tech curve.

TLDR: You can generate about a 3-5 year tech advantage at the most. But that can still be extremely powerful. The more difficult thing is to be able to "roll out" this advantage into your in-service ship classes.

If you mod however you can generate your own "Final countdown" scenario.

As far as I know, that's hardcoded, you can't change the max percent of budget for research.

Per raising the Research Speed higher than 100%, you could try editing your save file & specifically the 'RTWGame#' file.
example; (using notepad++)
[General]
Year=1890
Month=1
Day=1
FleetSize=3
CampaignStartYear=1890
ResearchSpeed=125
Of course, not sure if this will work, as stated this could be hardcoded to the max of 100%.

Wasn't intended to be. It really was just to saying that this the post did not address the issue I was hoping to.

The per country configuration is the ResearchPct=12 line in save file RTWGame1.bcs
Ex: setting it to 50, will in game take half your naval budget to research.
