TLDR: You can generate about a 3-5 year tech advantage at the most. But that can still be extremely powerful. The more difficult thing is to be able to "roll out" this advantage into your in-service ship classes.
If you mod however you can generate your own "Final countdown" scenario.

Of course, not sure if this will work, as stated this could be hardcoded to the max of 100%.

Wasn't intended to be. It really was just to saying that this the post did not address the issue I was hoping to.
Ex: setting it to 50, will in game take half your naval budget to research.
