BUG:Reserve Fleet outside home area

There is a way to put Reserve Fleet outside your home area.
First order your ship in home area to move to another area that is not you home water.
Than in the same tune click [All reserve], you will find those ship you order to move became RF but still moving to the area as you ordered. Wait sever turn you will have a reserve fleet outside you home water.
I believe it's a bug.
