Report a translation problem
Maybe it's linked to the list of save slot available (index 7 should be the last).
In "steamapps\common\Rule the Waves 3\Save", I see 5 folders on my computer, from Game1 to Game5.
All ununsed folders have a placeholder/blank file.
You could try to duplicate this folder and rename it to have eight folders (from Game1 to Game8), or delete (after making a backup) the last folders if you have something like Game8.

It would help us to address and prevent this issue if we knew the following:
1) What OS and OS language are you using?
2) Does this happen to all your saves or just this one?

1. Windows 10 (English US)
2. This was the only save file it has happened to, however that was my first game and was in the save 1 slot, I had reloaded it once or twice, but when I loaded it the next day that happened. All my other saves have been loading fine so far.
