As an example, the Iowa was ordered 1939, laid down in june 1940, launched in 1942 and fully commissioned in 1943. The HMS Nelson was laid down in 1922, launched in 1925 and fully commissioned in 1927. Prince of Wales was laid down 1937, launched 1939 and commissioned in 1941.
Capital ships taking several years to be completed is perfectly realistic.

A Fletcher class destroyer could be built in 11 months.

by
"EfficientShipbuildingIndustry=1"
to give the bonus to every nation
either in the various BN1890, BN1900.... starting files in data in the steam folder for RTW3
or edit directly your save (RTWgameX) in Documents\My Games\Rule the Waves 3\Save\GameX
