- Alliances are usually formed by events and these can be random. Some events could be a nation reaching out to you for an alliance, or occasionally your won nation's ministry will ask for advice on how to deal with a strategic problem with an option to seek an alliance with another nation. Regardless of these events, it's usually a good idea to make sure that the tension level with the nation you're trying to ally with is low.
- Another way an alliance can form is if you + other nations independently are at war with a common enemy. This will usually lead to an alliance forming due to having common enemies.
