1890 start - odd French and Italian ships
1890 start as USA. Italy has some ships with 15inch guns and France has some with 14inch guns. Ship history for the Italian one says laid down in 1887 in Japan. Japan doesn't have access to 15inch guns

There are usually some legacy guns floating around in 1890. These nations might not be able to design new ships with the current -2 guns of those sizes but the can still use the old -3 guns from the 1880s.

They are not particularly good. Their stats should fall pretty close to those for the -2 12in guns and the rate of fire is abysmal.

Minesweeping is a waste of space on a cruiser when you could put it on basically a rowboat.

DDs aren't at all more effective in ASW work, until a late-game tech that makes torpedo tubes useful for ASW. (And before you get there you're going to need to trash all your ASW assets anyway because they need upgraded sonar.)

DD ASW matters (A) because you may be more likely to have enough DDs than KEs when war breaks out and (B) because on rare occasion you will run into an on-map sub that needs to be suppressed. Which isn't a lot of mattering. It's not a bad thing to do with spare tonnage though.

In both cases, the problem is that the special mission tonnage is far more expensive on a fast and possibly armored hull than it is on a 15-18 knot trawler

I do go with you in putting mines on my combat ships rather than building specialty minelayers. In part because I don't actually care about offensive mine warfare enough to build ships exclusively for that. While it's easy to stuff some spare mines into the leftover marginal tons of every light combatant design.
I have had the mines pay off more than once for me. I remember one time during a Austria-Hungary campaign, I had just introduced my first class of CL minelayers. During my next war with Italy, I ended up sinking two Italian battleships due to those minelayers. They weren't the killing blow, but it's certainly much harder to maneuver once you've struck a mine.
