Report a translation problem
The key for me was understanding that you don't have to accept every battle - and reading the battle description ahead of time is very useful. If you don't accept the first battle in a turn - there's a chance that more will fire in the same turn - giving you a chance to take your pick between a random combination of 'cruiser engagement', 'small battle' or 'Fleet engagement's.

I don't own RTW3 yet, but the battle in RTW series has always been like this, the amount of ship you and the enemy have in an area doesn't correspond to the number of ships you control in battle, this is to simulate the situation where admiral doesn't have the pleasure to choose which ship he can bring to the battle. a tips from me if you think get in a situation like that just press start and just run away, its better to lose a minor battle than having to lose a ship for me personally
Though there probably have been some battles where I would have gotten to if the AI hadn't been unwilling to play.
There are definitely battles were a 0-0 draw is a good outcome.
