Can't give an old ship new turret armor
When you rebuild the turrets on a ship, the new ones really ought to be made of the latest armor material, not museum stock matched to the hull. From examining saves, I'm fairly sure this isn't done?

(This would be useful for life-extension on 1889-model battleships, which often have immensely thick low-tech gun shields. Slotting a significantly thinner Krupp-steel turret in those slots could give them new life at the turn of the century.)

It would be nice, but I'm not sure how practical it is, as it would need an extra record to be kept of any changed armour values and the quality of armour that applies.

To be comprehensive you'd need to store the tech level for turret armor, secondary battery armor, and I think upper belt armor. Those are the only ones you can change on a refit. Maybe also carrier special armor? That's an extra 3-5 short lines on a design file. That's nothing compared to what's already in those.

(There's also the extra inch of deck armor option but that I'd give a shrug on because the strength of a mix of dissimilar armors is just too big a question.)

It's not just storing the information, it's programming the game to use the different values when appropriate.

The logic part of that also can't possibly be complicated.

The refactoring arguments and such to arrange for the right numbers to be where they need to be...also almost certainly can't be complicated, but certainly can be annoying.

But when you rebuild a turret, aka replace the existing guns with a different size, you aren't replacing the turret. You are modifying it to fit the new size of gun.

If that's the case, there's no problem, is there? If you're not replacing the turret you're not replacing the turret, problem solved.

However, there are most certainly things you can do where you are replacing the turret.

On that note, I did make the suggestion that we should be able to modernize ship armor values for super-tight treaty conditions etc. Since you're already stripping out most of the old armor, it should also let you change values to some degree, though of course that'd be real expensive.
