That option is still present for the 1900 start. It isn't present for the other start dates for balance reasons.

only as bombastic as saying "it isn't present for balance reasons".

If you've played RTW2 for any significant period of time, say for example 2-3 campaigns, you will undoubtedly figure out many flaws in this otherwise good game that can ruin balance if you abuse them.

It is a sandbox game nevertheless, not including a 1890 option only increases inconvenience and forces tedious save-game editing.

Yeah while I understand that the devs may have had their reasoning, I'd still say it would be better to give the player the choice for the non 1900 starts. Just add a disclaimer when selecting it that the game was not balanced around it.

Manually building my own fleet in either 1890 or 1935 would be just fun.

who cares its a sp game and I cant imagine it increasing dev time to "implement"
