Bottom line it will be the skills active and passive you pick, and really weapon choices that will decide what stats you pick. The other benefit of focus, is one of the berserker passives, executioner has a nice bonus to execute (part of focus), if and only if you are using two of the same type of weapon. Assuming you care about both claw weapons, or both 1h maces, swords, axes procing at the same time.
All that said, my suggestion is to base your stats off of what weapon type you plan on using. Many skills are tied to weapon DPS, so it is beneficial to unlock weapons as soon as possible.
Check out the smithy to get an idea of the requirements. They usually follow typical RPG standards. High focus for wands/staves, high strength for 2hand, high dex for range/claws.

You can reach the 50% block cap with little to no investment into vitality. Late game gems give significantly more health than points into vitality.
You can reach 100% execute with items and skills, so no need for Focus unless you plan on using elemental based weapons.
Late-game Zerker can enter rage states with relative ease, which results in several critical hits, so not totally reliant on dexterity for crit.
The point I am trying to get at is, as I've said above, it is very difficult to screw up a character. Between gear and skills, you can make up for any sort of stat distribution.
If you are playing on elite, then your focus should be hitting the max block and dodge cap. You will likely be best off focusing on heavy dex with rest of your points in vit and str.
