Mod tools will be released soon, the old mod manager that was out for TL1 will eventually be updated for TL2. Whatever "mods" that do exist aren't true mods and exist solely for others to toy around with to see what works and what doesn't.
But as of now, there's no real mods out yet and depending on how desperate people get or experimental, we may not have any usable mods until the tools are released.
The Mod Manager, HotSpot(made by the HotSpot team over at Runic Games Fansite, not directly affliated with Runic), Torchleech(dead, supporter stopped supporting it), Some other one were all community projects.
Torchlight 2 will support Steam Workshop, and HotSpot 2 is getting ready for open beta.
I'm Webbstre, the Administrator and former owner of Runic Games Fansite. I'm going around trying to find places where people have linked to or mentioned our previous mod manager tools and update the conversations with info about our latest mod manager, ModDrop ( http://www.moddrop.com )!
We had a lot of trouble in the past with the people who worked on Torchleech, HotSpot, and HotSpot 2.0 all leaving mid-project, which I feel like kept us from properly competing with Steam's Workshop. However, not everyone uses Steam, and our new mod manager is pretty awesome, so if you found this thread years later via Google I hope you don't think the community is dead and the mods unsupported.

What is this Skyrim? HotSpot was kinda convenient for TL1 for me, but... manual installation isn't complicated at all.

Thank you for informing us of this! There are non Steam players who benefit from the time saving utility of such things like "Mod Drop"!
