You won't find spells or items in the Town, but if you fish at the 'Promising' or 'Secret' fishing spots out in the map you should get decent pet tags (I've fished up a couple of unique collars) magic and rare armour, spells as well has more 'BIG' fish - the ones that last 15 mins not 5.
So far I've fished 2 lvl II Heal all, 1 Elemental Overload II, 1 Retribution II and a load of other less useful. Remember in Act II (and beyond) that you can Transmute 2 spells into a random other - that's how I got Concentration ( for mana regen), Dual Wield and Adventuring spells ( more XP More fame Less cost ro revive).
Also the Side Quest in Act II to blow up the stacks and kill roach eggs etc. If you kill all the eggs you get a 2nd reward for 'doing so well' That reward for me was a choice of 3 rank II spells.
I believe after you finish a quest during Act 2, you can buy spells from a vendor above the one that sells potions.
In Act 2, after completing a certain side quest, a new vendor called "Collector of Fine Goods" is unlocked. This collector sells random jewellry, gems, and spells.
This NPC is then in all of the following act towns.
