how do you use a mod with your normal character
i got a mod and when i open with open with mods there is only new game

You need to transfer your character from save folder to mod save folder

Sometimes. Some mods bind to the character but SOMETIMES may be changed back using the "unbind" mod. Still, there are items (weapons, spells etc depending on the mods used) that would be in the shared stash that would not exist in the normal TL2 and that can cause problems. So, there are no guarantees. You should be sure to make backups of your normal save files before attempting anything. Also, regular backups of your mod save files is recommended.

the reason i am asking is becuase i got the respect mod and i can't get my outlander there so i can reset his skills

With just the Respect mod you should be very safe. Back-up your normal save folder. Copy the contents of the save folder into the mod save folder. Launch in mod mode (look to see the Respec mod is "check marked" and when the mod is loaded and select single player just go to the vendor and buy the respect potion, use it. After respecting save the game. Quit. Exit game and Steam. Copy contents of the mod save folder into the save folder. Start Steam, launch game in normal mode and you should be fine.

once i 've done that how do i bring my character back to the normal torchlight 2

The above will bring your character back to the normal (vanilla) torchlight 2 when you copy the contents of the mod save folder into the (normal) save folder. To be really safe just make sure you don't have any modded stuff in shared stash/stash/possession etc such as extra respect potions.

hey your awsome and i subscribed to the legendaries discussion you have like dude your realy good at torchlights from the sounds of it you like have so many legendaries i wish i could get legendaries like i hav nealy finished the game so i am excited

Hi, im having a similar problem.
I used the full respec mod http://steamcommunity.com/sharedfiles/filedetails/?id=138028547
to respec my character. (i wonder why its not a build in feature) and copied the save back. However it does not show in the normal game anymore.
Is there anything i can do to fix this? Maybe change a value somewere?

Ah i figured it out.
There is a program called Torchlight 2 Rapid Respec. You can use this to respec (better then with mod) but you can also delete all mod history from your save game. This allowed me to use it in normal mode again.
