How does multiplayer work?
I know that doesn't have a central server like D3 but how does the lobbies work? Can you create a public game and then play while the game is filling up? Or do you have to make a lobby, wait for it to fill, then start the game? Does people also join up fairly fast or is it better joining a server already in progress?

It depends on everyon's own internet connection as well as the hosts connection to the game. It doesn't matter whatever to how you join, because the way it works is you create a game and start it like you normally would a single player campaign. Then, they join your server. If you wish to make it more private, such as friends only or password protected, you can do so. The characters join in whenever they join, regardless of level unless you incite a level cap.

For joining a game, it is as I have said: you join in whenever and wherever the players currently are unless otherwise noted by specfications.

There technically isn't a "lobby" persay, you honestly create a game (if from the very beginning) and start at the beginnning and people join in (after watching the opening cutscene) and spawn next to you or whoever is already in the game. Players can drop in and out as the please.

The one major concern some players are having is that the loading screens between areas is taking prolonged times. Some have experienced up to 3.5 minutes of watching a loading screen, however I have never experienced this and exclusively play online. I say the best of luck it seems to how loading times take.

It truly is. If you're a gamer who enjoys both MMO's, quests, co-operatively play, and loot, this is a must have. The amount of hours you will spend on this is unbelieveable. I've spent my fair share of playing games (BL2, Arma II, Dota 2) yet nothing has captured me more than Torchligh 2.

I garuntee you will not want to refund your money. However, the story can be a bit confusing if you don't listen carefully. I do find myself asking, "Why am I doing this," or "What did I just do?" Otherwise, a truly magnificent gem.

I have another question. If you install texture packs, does people joining the game have to have them also? I am talking about just re textures, not game changing mods.

No, because the texture pack will aplly to your screen, for some unusual reason unlike most online games. But sometimes it can cause problems for other players. You might be beter off informing the other players to simply install the mods or you just turn them off.
