Can You Merge Gems

Like in Diablo 2 etc can you merge small chips into the next larger one? does it come along in the game or can I get a mod to enable it

Yes, you can combine gems and potions to create the next tier. There is a merchant that can do it beginning in the Act 2 desert hub town.

To be more exact, you can't turn 3 Specks into a Chip, and 3 Chips into a Shard etc. but you can make a Rare version of the same tier your gem is at. E.g. 3 Chips into a Rare Chip. Note that the result will be the lowest rarity of the three merged, so try to use three of the same type.
